According to MPD spokesperson Superintendent Erwin Margalejo, Reyes and Casino were the ones who started the rally protest. They were trying to penetrate the police security so they can go straight to United States President Donald Trump.

Joint Task Group Peace and Order (JTG PO) representative Police Superintendent Ronald Hipolito said that when the protesters couldn't penetrate the police line, that's when they started to throw stones.

 No'ng 'di nila ma-penetrate nambato na po sila (When they could not penetrate the police barricade, they threw stones). So, of course, nasasaktan na rin 'yung mga pulis natin (our police were getting hurt) in spite of us exercising maximum tolerance,"

Legaspi then again was gotten in the demonstration of tossing stones at the police. He was captured last Sunday riding a van with bulletins and stuff.
